Mobile-911 is an Android application that allows users to receive and acknowledge alarms from SCADA/HMI packages through WIN-911. It does this by utilizing Google’s Cloud to Device Messaging (C2DM) service and by connecting directly to the Mobile-911 Server, a web server component that communicates with WIN-911. Users may also receive data reports from SCADA packages that are compatible with WIN-911’s reporting features.

How it Works
When an alarm is passed to WIN-911, it determines which devices should receive alarm notifications for that event based on its configuration. The alarm is then forwarded along to the Mobile-911 Server along with a Device ID. The Device ID identifies the device that should receive the alarm notification. The Mobile-911 Server checks to see if that device is currently connected to its web server, if the device isn’t connected, a notification message is generated and sent out to the C2DM service, which then, using the Device ID once again, forwards that message along to the device. When it is received, an audio alert is played along with a visual notification. When the notification is tapped, the Mobile-911 app is launched and the full alarm details are displayed.

In order to communicate with your Mobile-911 server, you must specify its IP address or hostname, as well as the port number that it listens on. The default port number is 59112. The port number is configurable, so be sure to check with your network administrator for the correct number. You will be prompted for these settings on the initial launch. Configure them on the Settings screen, under the Primary Server options. Use the Test Connection button to verify that your settings are correct. You will not be able to save these settings if Mobile-911 is unable to connect to the server at the address specified, so verify that your server is configured properly before attempting to configure any Mobile-911 client applications.
Just as Mobile-911 needs to know where the WIN-911 server resides, WIN-911 needs to know how to reach your mobile device through Google’s C2DM service. It does this with a device ID number. Because this number is fairly long, we’ve made it easy to send it through email to whoever is responsible for configuring your WIN-911 system. Click the Send Device ID button from the Settings screen and an email will be created with your default email client, that contains your Device ID. Enter this ID into WIN-911’s phonebook.
You may configure two Mobile-911 server connections. When a failover is detected, that is, when the previously inactive server sends a new alarm message, all existing alarms will be removed from your alarm list and only alarms from the newly active server will be displayed. Alarm and report requests will be sent only to the active server.
- Notifications – This setting controls whether or not alarms will be displayed in the notification status bar.
- Sound – Disable or enable audio alerts for alarms.
- Select Ringtone – Select the ringtone you would like to have played as an alert.
- Vibrate – Turn vibration on or off for incoming alarms.
- Maximum Alarms – Limit the number of alarms displayed in Mobile-911. This is set to 100 by default. Increasing this number may have an effect on your device’s performance.
- Confirm Ack – While this option is enabled, Mobile-911 will prompt you to confirm all
acknowledgementsin an attempt to prevent an inadvertant alarm acknowledgement.
- Ack Code – You may store your
acknowledgementcode to make acknowledging an alarm easier.
- Confirm Delete – While this option is enabled, you will be asked to confirm alarm deletions.
- Delete Unacked – By default, this option is disabled. Enabling this option allows you to delete unacknowledged alarms.
- Send Device ID – Click this button to send your Device ID over email. This should allow you
copyand paste your Device ID into your WIN-911 configuration, rather than typing it in manually.
- Set Email Client – Select the default email client here. This setting will be used when forwarding alarm messages or emailing your Device ID.
- Language – Currently, the only supported language is English.

Alarms are displayed in a list on the alarm summary screen. Tap any alarm to view its details. Alarms may be deleted or acknowledged from the details screen. You may also swipe left or right to navigate between alarms.
Each alarm is displayed with an icon that represents its state. An alarm may be active or inactive and acknowledged or unacknowledged. There are a few other error states as well, which usually indicate that an attempt to acknowledge the alarm has failed for one reason or another.
Active alarm icons are red. Inactive icons are green. Acknowledged alarms are represented with a check mark. Unacknowledged alarms are displayed with an exclamation point. Errors are indicated with a small red “X” displayed on the top right of any icon.

Mobile-911 is able to display reports from SCADA packages that support WIN-911’s reporting features. These reports are simply collections of values from data points in your SCADA package that are pulled when a report is requested. In WIN-911, each of these reports is given a number. In order to access reports hosted by WIN-911, they must be configured in your Mobile-911 client application. Go to the Reports screen and tap the “+” icon on the top right to add a report to Mobile-911. The name field does not correspond to any setting on WIN-911. It is simply the name of the report as it will be displayed on your device application. Enter the report number as well. This number must match the report number specified in WIN-911. By default, the “Include All Items” option is selected. Leave it selected if you would like to receive all
Reports are also viewed from the same Reports screen. Tap the report you wish to view. It will be loaded as the page opens. Click the refresh icon to reload your report.
You may delete or edit your report settings by holding your finger over your report from the Reports screen.
Check the status of your Mobile-911 server from the health screen. Tap the Primary or Secondary button to check the corresponding server. Your server configuration
Notice that there are two server status indicators at the top right of your screen. The primary server is represented with a “P” and the secondary server, as you may have guessed, is represented with an “S.” These icons are green when Mobile-911 is actively connected to your server. When disconnected or unconfigured, these icons are red.
